Kusolwa abezindaba odlameni kwabokufika


INdlunkulu kaZulu ithi i-Human Rights Commission kayiphenye ngendima yabezindaba odlameni oluthintekayo
“UMA BUKHONA ubulungiswa kuleli, kungekudala izwe liyolazi iqiniso. Umbuzo uthi ngabe liyothandeka yini, bayobhala yini ngalo noma balikhiphe linjengoba linjalo komabonakude?” Lawa ngamazwi aphinyiswe wuMtwana uThulani Zulu okhulumela ihhovisi leSILO samabandla. Kule nkulumo uMntwana ubeqinisekisa ukuthi iNdlunkulu kaZulu isicele iKhomishana yamaLungelo esiNtu ukuba ibheke isandla kanjalo nendima yabezindaba odlameni oselusabalale ezingxenyeni eziningana zeTheku. “Awu impela bafinya ngendololwane abamaphephandaba, nakhu phela ukudayiswa kwawo kuyakhula selokhu baqala umkhankaso wamabomu wokufaka nokudala isimo esimanzonzo ezweni. Kuyisifiso sethu ukuba impela kube nophenyo oluzobheka ukuthi abezindaba benze ngakho yini kulolu daba. Lolu phenyo kumele luhambisane nalolu esizwa kuthiwa luyaqhubeka ngeNkulumo yeSILO.”
Ukuphawula koMtwana uThulani Zulu kulandela inkulumo eshubile ethulwe yiSILO ngempelasonto emcimbini wokubekwa kweNkosi yeSizwe sakwa Hlongwa ngaphansi kwesifunda seLembe. Kule nkulumo oNgangezwe Lakhe uqale ngokuncoma iqhaza labezindaba wavikela futhi nelungelo labo lokubika ngokukhululeka. “Ezweni elinjenge Ningizimu Afrika, abezindaba bafana nezithunywa ezibika lokho ezikubonayo nezikuzwile ngaleso sikhathi. Lolu wubizo olubalulekile ngoba umuntu obizelwe kulo msebenzi wokubika nokwazisa usethubeni lokufundisa isizwe, abancane nabadala ngokwenzeka ezweni,” kubeka ISILO.
ONgangezwe Lakhe uqhubeke wathi “Inkinga iqala lapho loyo osuke ethunywe ukwenza lowo msebenzi esenonga ukukhuluma kungabe kusaba yilokho obekwenzeka noma okukhulunyiwe. Esikhundleni sokuthi ubike konke ngeqiniso ukuze abantu bazithathele izinqumo ngokwabo bese wena ukhetha ukwenza umgunyathi ngenhloso yokuphumelelisa imicabango nezifiso zakho. Ngeshwa izakhamuzi zakuleli kulamasonto amabili zibe yisisulu salomgunyathi. Okuyishwa kakhulu wukuthi njengakho konke okungalungile, lomgunyathi, njengomlilo wequbula ungase ushise izwe kungenasidingo. Lolu hlobo lo mgunyathi ngasohlangothini lwabezindaba asiqali ukulubona lushisa izwe.”
ISILO sibe sesiqhathanisa lokhu okwenzakalayo lapho kunemibiko evusa uhlevane nalokho okwenzeka eminyakeni eyedlule. “Ngeminyaka yawo 1990-1994 sawubona lomgunyathi uqhatha aboHlanga lapho abezindaba besabalalisa ukuthi impi, okunobufakazi obuqoshwe phansi ukuthi yayiphehlwa yisandla sesithathu phakathi kwe ANC ne IFP yaphiwa igama ‘lodlame komnyama komnyama’ noma ‘yimpi’ yamaZulu nama Xhosa. Nangaleso sikhathi waphumelela loyo mgunyathi ngoba bafa abantu bakababa, isibalo safinyelela ezinkulungwaneni ezingamashumi amabili. Ngaleso sikhathi wonke amaphephandaba ayedayiswa ubuthaphuthaphu uma nje ebike ngalesi silwane okuthiwa ngu Zulu noma ngabe Nguni ababulalana bodwa”, kusho ISILO nesiphethe ngokuthi ukwenza kwabenzindaba kuveza ngokusobala izinhloso zabo ‘okuwumgunyathi wokudayisa iphephandaba’ .
Ekhuluma esithangamini sabezindaba eThekwini, loyo obengusihlalo we Royal Household Trust, uMahluleli uJerome Ngwenya wakubeka ngokusobala ukukhathazeka kweSILO neNdlunkulu ngalokhu akubiza ngokuhlanekezelwa kwenkulumo yeSILO ngenhloso yokwakha isithombe esithize.
“Sifunda ngokukhathazeka konke okungamampunge emaphephandabeni nasezinkundleni zokuxhumana okubhalwe njengamazwi aphinyiswa yiSILO, kube kwaziwa kamhlophe ukuthi kasikaze sikusho lokho. Lawa mazwi angakaze nakanye ashiwo yiSILO anobungozi bokuhlakaza adunge imiphakathi ezweni. Uma sifuna umnyombo wale mibiko eyaphuma ephephandabeni iSolezwe langeSonto langosuku lwe 15 Ndasa 2015, satshelwa yilo iphephandaba ukuthi elalikubhalile kunobufakazi bezwi eliqoshiweyo loNgangezwe Lakhe okwathi uma sibucela kwathiwa singabona amehlo esibungu, ngeke sibunuke. Kwala noma sesibuza ukuthi kunasiqiniseko sini sokuthi okuqoshiwe kuwucaphune ngokuyikho umyalezo weSILO nalapho sangathola mpendulo. Ngezizathu ezaziwa yibo abamaphephandaba bakhe isithombe sokuthi oNgangezwe Lakhe wayeqondise inkulumo yakhe kwabokufika abangomakhelwane bethu ezwenikazi lase-Afrika. Imibiko yabo esizifundele yona inikeza leso sithombe. Kuyishwa-ke ukuthi ngenxa yokubika budedengu kwabamaphephandaba amathamela ngozi asesizakele, aqhuba ubelelesi ngezizathu ezingamanga zokuthi ahlonipha umyalelo woNgangezwe Lakhe,” kuphetha uMehluleli uNgwenya.
UMtwana uThulani uthe njengeNdlunkulu sebemi ngomumo ukubeka uhlangothi lwabo kwiKhomishana nathe sekukhona ukuxhumana nayo iKhomishana. “Siwuhlonipha kakhulu umthetho kanjalo nomsebenzi weKhomishana. Ukuba kuya ngathi ngabe sekukhonjwa indawo nosuku ngoba sicabanga ukuthi ilungelo lobukhosi kanjalo nesithunzi seSILO sidicilelwe phansi ngabantu abanezinhloso zabo . Kodwa kungekudala izwe lizokwazi konke,” kuphetha uMntwana uThulani.
Abezindaba kwisibhicongo sase-Rwanda ngo-1994
NGONYAKA ka-1994 umhlaba wonke wabuka ngokushaqeka ukubulawa kwabantu ezweni lase Rwanda. Imigwaqo yakuleliya lizwe, emincane nemikhulu yayigcwele izidumbu zabantu hlangothi zombili. Leli kwaba yichashaza neva elathunaza isithunzi sezwe kanye nomhlaba wonke jikelele. Ngokwemibiko yenhlangano yeZizwe abantu abacela esigidini basala phansi ngenxa yalokhu kuhlaselana.
Yize uvame ukusolwa osopolitiki ngalesi sigameko sase Rwanda kukhona okungavamile ukuvezelwa izwe – indima noma isandla sabemithombo yabezindaba ekuqaleni nasekubhebhethekiseni udlame olwagcina ludle izinkulungwane kwelase Rwanda. Lokhu (kokungavezwa kwesandla sabezindaba) phakathi kokunye yingoba njengoba abezindaba behlale besolwa, embikweni owaziwa ngokuthi yi-‘Media Trial’ eyethulwa ngonyaka ka-2003, abe–International Criminal Tribunal for Rwanda (ICTR) bayakuqinisekisa ukuthi abezindaba baba nesandla esikhulu ekubulalaneni kwabantu kuleliya lizwe. “Abamaphephandaba nemisakazo bakubeka ngokusobala futhi bakuphindaphinda bekhombisa ngokusobala ukuzonda kwabo abesizwe samaTutsi.
Imisakazo namaphephandaba yayicokofula amaTutsi njengabathakathi, nohlanga lwezimpimpi isifazane sawo esasisebenzisa imizimba yaso ukuyengela abanye oPhathe. Abezindaba babengamashoshozela okubhuqwa kwamaTutsi njengendlela yokulwa impi yobuhlanga nobutha obuhambisana nombangazwe.”
Kulo mbiko abasolwa kakhulu kwaba yisiteshi somsakazo esasaziwa ngokuthi yi-Hutu Power kanye nephephandaba i-Kangura. Umbiko wabe ICTR ulandela loyo owethulwa yi-Human Rights Watch ngonyaka we 1999. Lo mbiko obizwa ngokuthi yi–Leave none to tell the story; Genocide in Rwanda uyakuvuma ukuthi abezindaba baba nesandla esibhicongweni nalapho kwakusetshenziswa amaphephandaba kanye nomsakazo ukwakha isithombe kanjalo nesimo esimanzonzo nesaholela ekutheni kufe inqwaba yabantu.
