UMehluleli uMadondo uthi incwadi ayigxilile kuphela esizweni samaZulu nobuholi bendabuko KwaZulu-Natal kuphela, kepha ibheka kabanzi iNingizimu Afrika yonke ngenhloso yokuxazulula izinkinga ezingaqhamuka ngesikhathi sekusetshenziswa uMthetho Wesintu iCustomary Law. Ibheka nezinye izifundazwe njenge-Eastern Cape, iNorth West, iMpumalanga kuze kuyoshaya naseNorthern Cape.
UMehluleli uthi ngale ncwadi unethemba lokuthi kuningi ukusizakala okuzotholwa ngabezomthetho, izikhungo ezifundisa ezomthetho, iminyango kaHulumeni ephethe izindaba zomdabu nezinye izinhlaka uma kumele zisebenzise uMthetho Wesintu.
Ngokusho kukaMehluleli uMadondo incwadi ihlahla indlela yokulekelela izinkantolo zeNdabuko ukuze nazo zibe yingxenye yokuwelelisa ezobulungiswa kubantu.

Kule ngxenye uveza ukuthi iSizwe samaZulu sineNhloko yaso okuyiNgonyama futhi ewuphawu lobumbano.

INgonyama iyona ebiyengamele umhlaba wabantu bayo ngaphambi kokuba amakoloni ashaye imithetho. Esinye sezihloko sikhuluma ngokuthi ngonyaka we-1879 ngesikhathi sempi yaseSandlwana kwaba isiqalo sokucekelwa phansi kombuso kaZulu.

UMEHLULELI uMjabuliseni Isaac Madondo unguSekela Mehluleli eNkantolo eNkulu KwaZulu-Natal. Waqokwa kulesi sikhundla ngowayenguMengameli uMnu uJacob Zuma ngoNhlangulana wezi-2016.
Ngaphambi kokungena emkhakheni wezomthetho, uMehluleli uMadondo ongowokuzalwa eMsinga enyakatho nesifundazwe wayesemkhakheni wezolimo nalapho aqongelela khona imali yokufundela iziqu zomthetho. Wayengenalwazi olutheni ngezomthetho njengoba wayazi umthetho ophathelene nezendabuko kuphela ngaleso sikhathi. Usebenze kakhulu ngaphasi koMkhandlu wabaholi bendabuko kanye namaKhosi nalapho ebambe iqhaza ezindabeni ezithinta ezamasiko.
